Hasan Bostan: Torture and Ill-Treatment in Police Custody
This case report documents allegations of torture, ill-treatment and arbitrary detention experienced by former police officer Hasan Bostan following his detention in Ankara on 11 August 2016. The report is based on his statement dated 12 June 2019 and a direct interview conducted with him.
According to Bostan’s account, he was held in police custody for 17 days and subjected to repeated physical and psychological abuse, including beatings, suffocation with a plastic bag, threats of sexual violence, denial of necessary medication and inadequate food. The report also addresses overcrowded prison conditions, restrictions affecting confidential communication with lawyers, and difficulties in reporting alleged torture during medical examinations and judicial proceedings.
The report considers these allegations within the broader context of the state of emergency following July 2016 and calls for independent and effective investigations, accountability for perpetrators, and full compliance with the absolute prohibition of torture under international human rights law
